The popular uprisings that have swept the Middle East this year have forced Turkey to recalibrate its ambitions. It still aspires to become the region’s dominant power, but has jettisoned attempts to build influence slowly through the use of soft power and the cultivation of close ties with the region’s ruling elites. Instead, Ankara is focused on seeking a popular mandate for its claim to regional hegemony, appealing directly to the Middle East’s Sunni Muslim masses. With this shift has come a new assertiveness.
