Istanbul a été en son temps un bastion de la CIA, mais les services secrets américains, à la différence des russes, ne possédaient pas de réseaux infiltrés dans les services turcs, a affirmé l’ancien chef adjoint de l’antenne de la CIA sur place, Philipp Giraldi, à l’agence de presse turque ANKA.
