Joshua W. Walker & Alison O. Patch *

* Joshua W. Walker, Ph.D. is a transatlantic fellow at The German Marshall Fund of the United States and vice-president of global programs at APCO Worldwide, where Alison O. Patch is an energy fellow and master’s student studying security policy at George Washington University’s Elliott School of International Affairs.
